Time (or lack of) seems to be the biggest enemy of the programme editor. Unless you have a large team that can write/steal content and take reasonable quality pictures, or your club can afford to employ a third party to produce a programme, how does the programme get finished in time and with sufficient content to keep the fans interested?
I’ve just seen a piece on social media about how grass roots clubs should look to local schools or colleges to help – I couldn’t agree more. A 6th form college local to us is running photography courses and presumably English courses. I’m sure they’d have students more than willing to help out and take some of the strain off the editors at all the local clubs – and you might get a few more people through the turnstiles as well.
Reach out to the local community and see if they can help.
